Must be a sophomore, junior, or senior enrolled in the Samuel Ginn College of Engineering with a declared major in civil engineering and a resident of Autauga, Bullock, Chilton, Coosa, Elmore, Lowndes, Macon, Montgomery, or Tallapoosa County, Alabama.
